How to recover missing land file from Ardhi House Registry

The government recently digitized land documents through the Ardhisasa platform. But with the digitization came complaints over missing files in some land registries.


Going digital in land records and files was a move meant to address missing files that had in the past been blamed on Ardhi House cartels.

But in the current circumstances, Lands Cabinet Secretary Farida Karoney says missing files in the newly digitized system are a result of the transition phase from manual to digital under Ardhisasa.

What is Ardhisasa?


Before we get to how to recover missing files, we first need to understand what Ardhisasa is.

Ardhisasa is an online platform that allows Citizens, other stakeholders and interested parties to interact with land information held and processes undertaken by Government.

It was been developed jointly by the Ministry of Land and Physical Planning (MoLPP) and the National Land Commission (NLC) and key partners in Government.

The platform allows the lodgment of applications for various services offered by the Ministry and the Commission. The applications are handled through the platform and responses are presented through it.

How do I recover missing land file?


Missing files in land registries is an issue that CS Karoney says the Ministry is working with land owners to solve.

But before it is resolved, the CS says you can recover lost/missing files through the Electronic Document Management Platforms – where the file can be downloaded.

Replacement of lost title deed


While the missing file can be recovered on Electronic Document Management Platforms, the process is a bit different for a lost title deed.

To start this process, you first need to present an original national identity card, a copy of the KRA pin certificate, a police abstract and a copy of the title deed or at least the title deed's number.



Then swear an affidavit explaining where, when, and how the title deed got lost or destroyed before applying for a search of the lost title deed.

In the process of seeking the replacement of a lost title deed, you are also expected to place a caveat on the land – to avoid it being used for illegal transactions – including being sold.

A caveat is basically an order stopping certain acts on specific land.

The final step in recovering your lost title deed is when the Ministry of Lands publishes your name in the Gazette notice. This is only after it is satisfied with the information provided.

Once this is done, processing of the new title deed begins.
