Eldoret Municipality Asked To Craft a Development Plan to Guide Its Operations

The County Assembly of Uasin Gishu has passed a motion asking the Eldoret Municipality in collaboration with the relevant department to develop an Urban and Cities Integrated Development Plan that will guide its operations.


Kaptagat Member of County Assembly (MCA) Jonathan Ng’etich while moving the motion expressed concerns that the Eldoret Municipality is currently operating without any development plan, three years since it was awarded a charter.

Ng’etich noted just like the County Integrated Development Plan (CIDP) and the Annual Development Plan (ADP), the municipality is legally required to have its own development plan that will among guide in policy formulation for issues such as the development of environment plan, valuation roll for properties, physical infrastructure, disaster preparedness, and geographical information systems.

“For the municipality to be effective in delivering its mandate, they need to have a roadmap in place,” said Ng’etich who also doubles up as the chairperson of the Uasin Gishu County Assembly Budget Committee.

The MCA also asked county departments that are yet to surrender some of its functions to the Eldoret Municipality to do so as soon as possible, together with relevant resources.

“Departments that are still holding onto the municipality functions should release them so as to enable the management of the municipality to be coherent with what is required and enhance the municipality status even as they work on getting an elevation to be a city,” noted the Ward Rep.


Tulwet/Chuiyat MCA Julius Songok seconded the motion reaffirming the need for the development plan to be in place so as to enable them to offer better services to the people.

According to the Urban Areas and Cities Act (2011), the Eldoret Municipal Board is mandated to among others oversee the affairs of the Municipality and Control land use, land sub-division, land development, and zoning by public and private sectors for any purpose, including industry, commerce, markets, shopping and other employment centers, residential areas, recreational areas, parks, entertainment, passenger transport, agriculture and freight and transit stations within the framework of the spatial and master plans for the city or municipality as may be delegated by the County Government. 

The current Eldoret Municipality Board whose chairperson is Julius Kitur was inaugurated in July 2019.
